When the SecurityManager is actively checking projects that are loaded, 
(Preferences securityChecksEnabled == true) it will load Projects not 
signed by a known trusted key in a special directory for untrusted 
Squeaklets and enter a safe restricted state to display the Project.

This fix assures that the directory exists before we go into that 
restrictedMode.

This change tested with both 3.0 and 3.1 images.
