For the viewer, I'd write an interface like gv (ghostview) to L. Peter Deutsch's Ghostscript interpreter. For the writer, we can build off the current Postscript generation abilities and add the appropriate document-level stuff for PDF. The writer is highest priority on my PDF ToDo list.
