Georg Gollmann has one.  I haven't filed it in recently, so I can't vouch 
for it, but I seem to recall Georg has been using and maintaining it for a 
couple of years now.  It's available at 
<http://macos.tuwien.ac.at/Squeak/>.  Grab NewsAgent.st and miscChanges.st, 
and see how far you get.
