[ENH] filterOrder-ls

This idea came up when people complained that Celeste's filtering was
*sometimes* slow...  Why should people have to worry about it? 
(Although note: in the *worst* case, Celeste still chugs through 20k
messages in around 5-10 seconds.  That's pretty reasonable if it doesn't
happen often, IMHO.)  

This changeset only applies if the main FilteringCeleste changeset has
been loaded.  -Lex

Makes Filtering Celeste be smart about the order it executes filters:
run category filters first, because they are fast, and because they tend
to narrow down the search space quickly.  Now users usually don't need
to be careful about the order of their filters."!
