Carbon and OS-X have the infrastructure to do URLS. Technically I 
convert from HFS to URL to POSIX. So I could return the URL if you 
want...

Perhaps I'll provide a primitive(s) to map file name to URL,and URL 
to file name. But what about other platforms?
