The main Squeak Swiki is pretty close to a yellow pages of Squeak.

If you looked there, you'd see a "Reporting Bugs and Fixes" link on the main page, which describes how to report bugs and fixes (oddly enough ;) ), and includes a link to the sqbugs archive.

Also, the "search" button on the Swiki is very useful for finding this sort of thing.  (For example, search for the word "bugs".)
