[ENH]Refactoring Browser cosmetic tweaks (for 3.1a update #4303)

Does anyone know why I can't see Steve's attachments in Celeste?
Does any of the mime-parsing-fixes sent lately to the list handle this
sort of attachment?

If so, I'll be happy to test it...

BTW, I assume other people see them in other browsers, right?

BTW, Stephan, maybe you'd consider publishing changes using the
mail-out-changeset menu in the change set browser? I know I can read
those...
