If you drag an item from a list (only case I can easily test) to
anyplace other than the same list, the scrollbar will stay up instead of
going away; you have to reenter the window and re-leave before it will
retract. If you should enter another window in the meantime, you get the
anomolous situation of two popup scrollbars onscreen at once. Ugly.
