Well, simplest way to publish a package is to pack it up as a good old
ChangeSet, compress it into a cs.gz, put it on the Internet somewhere
(your choice) and then fill out this rather selfexplanatory form:

http://map2.squeakfoundation.org/sm/regpackage

And then you are done. If you want to be slick and user SAR, then you
should first install the package SARBuilder I guess - haven't used it
myself but it would help you produce a .sar file (which is a zip-file)
instead of a .cs.gz. No other difference.
