I have no stake at all in whether the intenal plugins are generated into
vm/intplugin or just vm/ - the Acorn never uses internal plugins so it
simply doesn't get touched by the issue.

It does though seem like a good way to provide implicit information to
whatever/whoever is creating the makefile as to which plugins are
internal. The alternative could be some explicit information generated,
a list or whatever.
