It is, and I wouldn't recommend it for new projects. The biggest problem with
CVS is that there is no versioning of file/directory metadata which means that
moving things around is incredibly awkward.

Distributed Authoring and Versioning on the Web has a standard, WebDAV, and
I'd start there for new stuff.
