Have you looked at SmallScript?  As I read it, his VM is available, but the
rest of the code, e.g, the compiler, is commercial.  He isn't giving it
away.  If I am mis-reading his license, I'm sure he'll correct us with
pointers to the right part of his site (which I visited last night).
