Serial access on Windows

Hi Dan:

I'm using a fairly recent VM on Windows and the serial port works fine.
I'm using the exact same code under UNIX and Windows, in fact...the only
thing different is the port numbering, with COM1 being '1' on Windows, and
'0' on UNIX.  (I think I brought this up on the list a couple weeks back)
