Last I heard, 3.1beta is going to be skipped in favor of just releasing 3.2.  (additional fixes kept going into 3.2alpha, such that it seemed safer to just go with that)

When exactly 3.2 will be released, I'm not sure, but it sounded like it would be pretty soon.
