Squeak 3.2g / 3.2a opens fine for me via drag-image-onto-exe.  The problem I noticed seems to be caused by Windows associating .image files with an old version of the VM.

I've just verified this with a freshly downloaded 4646 image and 3.1a VM 
downloaded from the UIUC FTP site.

Looks like time for a fix!
