Unfortunately I don't fulfill the most crucial requirement: 
  
   "Significant experience with Squeak, and familiarity with what it
takes for a submission to be considered appropriate for releasing into
the base image. For example, you should probably have had at least a few
of your own submissions incorporated into the base image."

Although I have my own opinions, I wouldn't feel right about making such
decisions at this time - even if I *were* to be accepted as a harvester.
