	Moderation could be good. Perhaps more convenient in the long term
would be integration of public-key crypto? Potential submitters could
register their keys with the site admins (properly, with key-fingerprint
confirmation, etc.). During registration, the admins could decide what
level of anonymity they want to allow (e.g., do they just want a key, or
do they want to speak with the key-holder on the phone, etc.) That could
be a bit of effort, but then all submissions could just be signed,
bypassing the need for human approval every time. If someone starts
spewing, deactivate their key. New keys are about as simple to make as
new email addresses or IP numbers, but their registration could be a lot
more robust.

	Mailing lists would be the place for low-overhead first-time
participation (with the simple return-address authentication offered by
'mailman'). To participate in a swiki you'd have to be rather more
identifiable.
