It's still accessible via the "uploads" page connected to that page 
(or the global uploads page).

For instance, look at all the crap that the main page (and the site 
itself) has collected:
http://minnow.cc.gatech.edu/squeak/1.upload

And other pages probably have page-specific uploads.

One idea might be to have files that aren't referenced by any pages 
for some period of time to become invisible, and then deleted.
