In any application I know the wheel scrolls, the cursor stays where it 
is.

That's why I initially added the Ctrl+Arrow support for scrolling by
keyboard to Squeak - which was a hack, more or less, that works uniformly
in MVC and Morphic. However, The Right Thing to do would probably be to
generate a special Scroll Event and pass this to the image. That would 
require some image changes, though.
