Not necessarily. It's possible to have only (say) COM4: and COM5: 
(which I have on my Win2K system). In which case the first port would 
be 4.

It is true that the first *possible* serial port on Windoze is #1, 
though the system does not check (as I recall) that you actually have 
a COM1:

Similarly in Linux; you may not have a /dev/ttyS0 (or in fact any 
/dev/ttyS?).
