[ENH] Happier Menus

Makes menus better citizens (and in my view, happier).

First, clicking on a menu brings it to the front of the morphic world. This
is useful for when you want to actually use a menu that is buried beneath
other morphs.

Second, clicking-dragging on the title bar becomes the way to drag a menu.
Previously, clicking on an area not covered by a menu item picked up the
menu in the hand. Consequently, clicking on a border or on a separator line
placed the menu in the hand. In most cases, this is not what the user
intended. By allowing click dragging on the menu title, the menu interaction
feels more natural.
