When you initialize the network and your mac is setup for dialup 
internet access that will kick off the dialup connectivity. Thus we 
don't automatically initialize the network to prevent this from 
happening. Which always leads to problems when people attempt to open 
a socket on the mac before initializing the network (that doesn't 
work and they don't know why..).
