  In these days, it is maintained by Abe-san.  I'm not sure
about 3.3a, but there is a version that is based on 3.2a is here:

  The web page describes how to load a set of changesets and 
other files into 3.2a image.

  If you managed to read it in some way, it would be
possible to begin with 3.3a image and multilingualized it.
