Some minor cleanup in testing for nil methods.

1) Move some testing methods from Object to ProtoObject (#haltIfNil
#notNil #ifNotNilDo: #doIfNotNil:) where the other testing for nil
methods recides

2) remove deprecated method #doIfNotNil:
