This changeset adds adds a little hook into SystemWindow>>activate and
PasteUpMorph that causes system windows to feel as if they are being
activated more quickly by drawing the window unbuffered to the screen
when it is first clicked. It relies on the assumption that the
SystemWindow is opaque, an assumption which may not always be true
(although I can provide no examples). The normal Morphic draw machinery
is still called, but it doesn't feel like it most of the time since by
the time your hand gets from you mouse to the keyboard, the window is
really activated. It is for morphic only. 

It has been tested on windows and linux, on a fresh UUIC #4441 image,
and on a fresh UUIC #4798."!
