Don't bet on that. The US prison population is already many millions; adding a million or two evil, terroristic hackers that are guilty of trying to reduce corporate profits and other foul crimes would not be much effort. Since prison labour is also legal (despite effectively being slavery) imagine how much profit various large corporations could make by offering to run said prisons for the govt.
