Hi.
I think you have to have three different kinds of situations in mind:
1. install a new package
2. view all installed packages
3. update a package


install: the user wants to see every package that is available. You could mark 
the package that are suggested for the used version by using bold font (like 
Andreas Raab said). 

view all installed: here you can see all of your installed packages. (filter: 
all installed)

update: you can go here to see for which packages are updates online. (filter: 
all installed, new or newer packages)

I would like to see something the windows index card (de: karteikarten) 
system.
