3.6 Full release testing (was Re: [BUG]? Upgrade to full image script behavior)

I'd prefer this plan - keep the removed packages out. They'll get 
tested to the extent that people use them, which is true whether or not 
they are in the image. The ultimate goal is to have these packages be 
maintained separately. There will be difficulties associated with that, 
and the sooner we start dealing with them, the better.
