Luckily, you don't need a Windows machine at all.  I always did it one of
a few ways:

1. via CF or SD card, copying desktop to card, card to handheld.

2. by grabbing zip archives using IE. this would require having an
unzipper- either on a pre-existing squeak image or through a WinCE zipping
utility.  installing that doesn't require a windows machine, provided you
can find the zip app in .CAB format via a browser on the device, which you
can install without needing a desktop.

I did most of my WinCE Squeaking using the second option, as I had no CF
reader at home.  I had also downloaded a free FTP client for uploading
back to desktop or file server on PocketPC, and on vanilla WinCE I just
mounted SMB shares  MS yanked SMB support out of PocketPC 2k and 2k2, not
sure if they reincluded it for PPC 2k3.

You could also get an FTP server for the PocketPC.llhave fun!
