[ENH] International Characters ( [er][cd][et][approved] )

This one is important: 3.6 will be the basis for lots of
translation-efforts.

The changeset adds support for code containing strange characters
(umlauts,
spanisch characters...) to the scanner. 

Code looks Ok.

I tested this by running the BaseImage tests: They do a lot of
recompiling, so
we can be pretty sure that nothing is broken as they keep working.

So this is [approved]. It would be nice to actually add this to 3.6
(It's sure
a bug not to be able to compile code containing umlauts).
