I just tried Ballon3D on Squeak 3.2.1 on a Win98 machine and it works.
However, I remember, that  this was not always so: I had to search 
the internet for drivers to get Ballon3D running. 

I think you should look at: http://www.opengl.org/users/downloads/
Alternatively, you may search the page www.microsoft.com for "OpenGL"
or "Direct X" I remember that I downloaded something like Direct X
a long time ago. When Croquet came I downloaded some drivers from
the above-mentioned site www.opengl.org  ( An executable file and
that program in turn downloaded additional stuff from the openGL site.)

So, please try this and tell us about the result on your machine.
