[KCP][BUG][FIX] Opening changeset causes emergency evaluator in3.6a-5305 (still some problems)

Like I said, this is a first pass.  I tried installing a changeset, and
got a debugger due to ClassDescription >> reorganize. I also can't
switch the current changeset -- it's stuck on the changeset for update
5302.
