[ENH] BrowseWithDnD

My experience and my opinion on this matter are the same as Bob's. 
The annoyance factor in browseWithDragNDrop far outweighs any benefit 
of the feature for me.

So for me, if this preference were removed altogether, thus making 
the browse-with-drag-and-drop behavior unavoidable, it would be a 
considerable disservice.
