Adds new class EventSensorVMDriven for VM that provide true interrupt  
driven event handling, by ensuring
the VM is the only process that signals the inputSemaphore.

Also adds a millisecond delay to some EventSensor methods to prevent  
excessive (1000s) polling actions per second in poorly written resize  
window pane logic loops.
