In JoystickMorph the wrong stepping time gets used if you tell it to
track a real Joystick. This micro changeset fixes this and moves the
method steppingTime out of "testing" into "stepping and presenter".

The BugFixArchiveViewer is a handy tool that makes it easy to comment on
