win32 Squeak seems to keep laptops from resuming

On the mac many many years ago I coded up a primitive to tell the
laptop not to nap, and
to prevent it from sleeping on you. Somewhat needed some some
powerbooks when running
on batteries because napping or sleeping destroys the visual effects of
Morphic animation.

This feature is also a preferences (at least on the mac), perhaps if
someone really needs
it a feature for windows too?
