In the same vein of making it easier for harvesters to make decisions
(and also for potential reviewer amongst the rest of the community), we
should use a new official flag for refactorings, just like for tests.

[REFACTOR] ? a bit longish... can think of a way to shorten that without
making it obscure.

Ideas?
