[ENH] Celeste Removable ( SAR attachment works; Celeste classes partially removed )

It's not just a removal script, it refactors Celeste and it's clients so
that Celeste becomes removable/installable without changing any code.

So after installing it, just remove the Celeste class category, and you
should have no dangling references, and the Debugger/ChangeSorter should
still be able to send out reports/changesets.

Maybe it would be wiser to refactor the change sets so that there's a
clear subset that removes, and the rest installs the new stuff, so we
can post the second part as an SM package.
