Seems simpler to me to use the MIT license (below), which explicitly
stipulates, among things, that we can relicense it at will. As, for
example, Squeak-L. 

By explicitly giving users of the software clear and abundant freedom,
it simplifies things. Especially because it makes it very clear that the
copyright holder will not haunt you, because they don't really care, if
they used this license. 

Packages released under such licenses will simplify our life. Replacing
large parts of core with packages with such licenses will slowly make it
possible to think about bootstrapping Squeak into something even better,
and even freer. I imagine a process where for example, Celeste -
* Gets removed from the image (check)
* Gets refactored to separate logic from storage
* Gets converted to use external storage solutions, like Magma, part of
them released with better licenses than SqueakL
* Has various other functionality removed from it, replaced by well
defined, free-licensed packages.
* The small remaining core is someday replaced itself by another
solution reusing lots of free components, ending up with a free Squeak
mail reader.
