Debuggers have so many panes and buttons now, that the screen height 
of the method itself is very small.  Are you as frustrated as I am at 
having to resize every debugger you see?

This change makes full debuggers taller, and gives more area to the 
method itself.  Afterall, that's the place where the bug will be 
found.
	If Squeak has a small screen (on a PDA), the debugger is not 
made bigger.
