Absolutely _anyone_ should feel welcome to review something and pass an
opinion on it - even if it is only "I loaded it without problems, it
looks nice, it didn't seem to break anything" or similar. If nothing
else that provides a valuable service to 'the experts' as to which code
seems to be useful. Likewise a "I couldn't load this because the file
is broken" is a valuable service to the author and let's them redo the
posting asap.

And of course it makes valuable learning experiences for those of us not
so gray. Pretty soon you can feel quite competent and then before you
know it you've earned your expert's wings. Everyone benefits.
