[VM] non-MacRoman file names

In testing the support for non-roman character sets for file names, I
realized/discovered in my
testing that if you pick unicode or UTF-8, then the maximum size for a
file name can be upwards of 512 bytes.
Alas lots of assumptions/code that considers that 256 bytes is maximum
for a file/folder name. Somehow
I thought I was done, but now I've got possible VM changes and more
fiddling to do.
However I suspect I'll release a 3.7.0bx real soon which will have a
limitation of 128 bytes for a
unicode file name.
