[ENH]browserNagIfNoClassComment (v4)

A preference called browserNagIfNoClassComment
is added and set to true. When a class with no comment is 
selected in the browser a notifier pops up 
telling the class is not commented.

Maybe this could generate enough friction to make people write
comments. This preference could be included and turned on in a alpha and beta
stages of image releases.

v4 Shows the comment in the code pane below the class definition. 

v3 Class name in notifier.

v2 Simplified the check for empty comment.
