I'm not at all sure that that's the right time for the notifier.
It punishes people who have to look at the class, but these are
almost always the wrong people.

Perhaps it might be better to nag if you *save* in a change set (or
whatever) any method for a class without a comment.  If you understand
a class well enough to change it, you're much more likely to be able to
write a comment for it than some random luser who's just looking around.
