I think the BFAV package should be included in whatever images the
update releases will drive.

Rationale - alpha releases are for people that can deal with bugs.
People that can deal with bugs should have all the tools needed to get
them fixed. Therefore an image for them should have the BFAV immediately
available.

Final releases of Squeak should probably not include it, since they're
meant for a wider audience.
