Seems a quite reasonable distinction to make _except_ US Federal law
imposes the export condition (in substantially similar meaning) on any
software provided from the US. AIUI it simply doesn't matter what it
says in the FooFreeLicense, the law trumps it. Certainly to the extent
that if you violate it and the feds notice you will get a oneway ticket
to gitmo bay. OK, they probably won't do that often but you get my
drift.

Basically you can write a license that says anything you want but The
Law can/will override it. Politicians are like that.
