If I look at the source of the page at Alexander's URL it's all just standard HTML:

HTTP/1.1 200 OK
Date: Tue, 07 Dec 2004 11:14:22 GMT
Server: Apache/2.0.52 (Debian GNU/Linux) DAV/2 SVN/1.0.9
ETag: W/"14//platforms/win32/plugins/StickPlugin"
Accept-Ranges: bytes
Content-Length: 628
Content-Type: text/html; charset=UTF-8

<html><head><title>Revision 14: /platforms/win32/plugins/StickPlugin</title></head>
<body>
 <h2>Revision 14: /platforms/win32/plugins/StickPlugin</h2>
 <ul>
  <li><a href="../">..</a></li>
  <li><a href="README.txt">README.txt</a></li>
  <li><a href="StickPlugin.c">StickPlugin.c</a></li>
  <li><a href="icons/">icons/</a></li>
  <li><a href="sqStickPlugin.h">sqStickPlugin.h</a></li>
  <li><a href="sqWin32Stick.c">sqWin32Stick.c</a></li>
  <li><a href="sqWin32Stick.h">sqWin32Stick.h</a></li>
 </ul>
 <hr noshade><em>Powered by <a href="http://subversion.tigris.org/">Subversion</a> version 1.0.9 (r11378).</em>

Nitpicky me would prefer a document type declaration, and well-formed HTML (there's no </html> for instance), but I don't see any need for an XSL-capable browser.

What have I missed?

As for Opera, my Opera displays the page at Alexander's URL just fine, as did Links. I must have misunderstood someone in this discussion.
