Markus,
Given these facts I would suggest going for an OSProcess solution (first
for the platform you are working on, (MacOS X I suppose) and later on
Windows and Linux.

It would then be an external package people can install from SqueakMap
with the source based on www.squeaksource.com and meant to to run on the
  developers own machine (like SUnit nowadays). In that case we do not
need a dedicated test server for the time beeing (and no administrator
etc.)

A test bed together with test cases written in Smalltalk accessible to
the communitiy is probably a feasable way to go.
