[FIX][ENH][TEST] TimeStampReadFrom

This is a small fix to TimeStamp class>readFrom: to allow TimeStamp to build a new instance of itself off of its own printString (or #asString).

Note that this is based off of the #readFrom: and #fromString: methods as included in Monticello.  I find that several packages define this functionality -all differently, of course.  It would be nice to have this in the main image - or at least whereever TimeStamp will end up.

Also included is a simple test to show that this works.
