Go to the site and login.  Find the package name in the list that shows
up on your personal account page.  Click 'edit' to edit the package
information.  Click 'edit releases' to edit an existing release or to
issue a new release.  Issue a new release by enterring a new version
(hopefully one great than all the previous releases), change any other
information (notably the download URL, please try to keep each release
working and pointing to a distinct package/URL), and click the 'Save as
new release' button at the bottom.
